一、组织概况

重庆市亦格社会发展促进中心(简称CQCESD)是联合国经济及社会理事会特别咨商地位非政府组织。亦格成立于2014年,总部位于中国重庆,致力于促进社会平等的理念推广及制度建设,推动可持续发展的实现。通过开展社会发展项目、主题研究以及国际合作与交流,亦格依托强大的专业团队,在妇女与儿童权利保障、可持续城乡发展、人权与法治观念建设等领域,积极调动社会资源,影响政府决策。

I. ABOUT US

The Chongqing Centre for Equal Social Development (CQCESD) is a non-governmental organisation with special consultative status with the United Nations Economic and Social Council. Established in 2014 and headquartered in Chongqing, China, CQCESD is dedicated to advancing the advocacy and institutional building for social equality. Through delivering development projects, thematic researches and international cooperation and exchange activities, CQCESD relies on our great team of professionals to mobilise social resources and influence government decision-making, particularly in areas such as the protection of women’s and children’s rights, sustainable urban and rural development, and the development of human rights and the rule of law.

三、主要活动

(一)社会发展项目

2021年,亦格在重庆发起“无障碍山城”倡议,推动整合政府、企业、社会组织、媒体力量,从重点公共场所及社区改造及建设切入,推进无障碍城市功能及法治建设,营造平等、参与、共享、融合的无障碍社会文化环境。

2021年,亦格发起绿色出行 乡助山野——点亮乡村公共空间公益项目,从为乡村聚集点、关键路口、文体广场、农村公共院落等公共空间捐赠、安装太阳能路灯入手,改善乡村人居环境,打造安全、环保、明亮的现代乡村社会文化。

2015年以来,亦格团队围绕“法治与人权”主题,针对中国各地公职人员开展规范与能力培训共44场,覆盖全国公职人员总计2931人。

(二)国际交流协作

亦格先后协办“2022年非传统安全与全球治理论坛”“全面建成小康社会脱贫攻坚地方立法保障专题研讨会等。同时,亦格组成代表团出访美国、法国、波兰、西班牙、葡萄牙、巴基斯坦、斯里兰卡等国家研究机构、社会组织就可持续发展议题进行深入交流。通过开展国际交流活动,亦格致力于凝聚社会发展共识,强化资源协作与互补。

(三)前沿专题研究

2015年以来,亦格团队共获得政府、企业委托项目6完成专项研究报告158份,覆盖中国环保公众参与机制促进城乡融合发展的体制机制和政策体系、中国大众人权观念、老年人权利、基层社区治理等内容,为政府制定相关政策提供了参考。

    III. WHAT WE DO

(i) Social Development Projects

In 2021, CQCESD launched the “Accessible Mountainous City” initiative in Chongqing. Through integrating and mobilising the power of local government, enterprises, NGOs and the media, the initiative starts with the renovation of key public spaces and community facilities, construction of accessible urban infrastructure and the supporting legal system, thus to build an accessible sociocultural environment on the basis of principle values of equality, participation, sharing and integration.

In 2021, CQCESD launched the “Re-fabricating Rural Public Space” project, by donating and installing solar streetlights for public spaces such as rural gathering points, key intersections, cultural and sports squares and rural public courtyards, the project aims to improve the living conditions of the rural communities, and create a safe, environmentally friendly and bright modern rural society and culture.

Since 2015, CQCESD has conducted 44 training sessions for public officials across China on the theme of “Rule of Law and Human Rights”, reaching a total of 2,931 public officials nationwide.

(ii) International Exchange and Cooperation

CQCESD has co-organised national and international conferences and seminars such as “2022 Forum on Non-traditional Security and Global Governance”, “Seminar on Local Legislative Protection for Poverty Alleviation in a Moderately Prosperous Society in all Respects”. Meanwhile, CQCESD formed delegations to visit research institutions and NGOs in the US, France, Poland, Spain, Portugal, Pakistan and Sri Lanka to conduct in-depth exchanges on topics related to sustainable development. Through international exchange activities, CQCESD is committed to building consensus on social development and strengthening the collaboration and complementarity of resources.

(iii) Frontier Researches

Since 2015, CQCESD has received research commissions from the government and enterprises. The team has delivered 158 thematic research reports, covering topics such as public participation mechanisms for environmental protection in China, institutional mechanisms and policy systems to promote integrated urban-rural development, public perceptions of human rights in China, the rights of the elderly, and grassroots community governance. Our research outputs have influenced the public decision-making and policy formulation process.
